Briefly describe the feature

Be able to request a changelog for a package before allowing a package to be upgraded.

Detailed description

When I view a package details, i can see the package description, but i can't see what the changelog for the package is.
apt changelog package
Will download the package's changelog if it is available on the server. Ubuntu servers support this.

Why is this useful?

This will help with a critical update that you are waiting for or a braking change that you are trying to avoid.
