Being able to patch without being able to edit/manage hosts

Detailed description

Hi there,

Don't know if it is intentional or if it is a bug, but for my daily routine, I wanted to use my SSO/OIDC user, being able to patch my hosts, but only giving the right amount of permissions to do so.

So I configured a new role "patcher" and gave him "Manage Patching" permissions.
But the button "Patch All" doesn't appear, unless I give him also the "Manage Hosts" permission.

Is that intentional or is it a bug. If intentional, please ignore this request 😊
