(Configurable) restart of service after patching

Usually after patching, quite some services are affected and should be restarted (see output of needrestart). PatchMon doesn't seem to currentlly support such service restarts. This could of course be done by pre and post actions for patching (which have been requested in an other feature request). But it would be "nicer" if that would be handled by PatchMon itself and the configuration could become part of the PatchMon UI.

It should be possible to switch on or off the service restarting per patching and it would also be nice to have whitelists or blacklists to select services which have to or must not be restarted after patching
